Circulation Policies

The NDSU Libraries Circulation Policies apply to all patrons who borrow library materials from NDSU Libraries.

ID Cards
All users must present an NDSU Library card or valid photo ID in order to charge out materials from Circulation. No other forms of ID will be accepted.

Lost Cards
It is the borrower’s responsibility to notify the NDSU Libraries of a lost card and to replace it.

Special Permits
An NDSU Libraries Special Permit can be issued at the Main Library Circulation Desk or the Branch Libraries.

Special Borrowers

High-School Students
An NDSU Libraries Special Permit will be issued without a fee for the school year to Fargo, West Fargo, and Moorhead high-school students who present a Student Referral Form signed by their school librarian or instructor.

Area Borrowers
An NDSU Libraries Special Permit will be issued for an annual fee of $25.00 to North Dakota, South Dakota, and Minnesota residents who provide a valid drivers license or other proof of residence.

NDSU Degreed Alumni, Faculty/Staff Spouses
An NDSU Libraries Special Permit will be issued without a fee upon request from the individual.

Workshops
An NDSU Libraries Special Permit will be issued without a fee to workshop attendees only with the written permission of the workshop instructor or coordinator for the length of the workshop.

Extended Privileges

  • Summer Borrowing Privileges will be extended for students enrolled for the fall semester.
  • Summer Borrowing Privileges will be extended to graduate students who were enrolled for the spring semester.
  • If not enrolled and working on a disquisition, a letter on department letterhead or an email from the advisor is required stating the dates for borrowing privileges.

Reserves

  • Only three items at a time may be checked out from the circulation desk and must be returned to the same circulation desk.
  • Overdue reserve fines accumulate at a rate of $.50 per hour per item until returned.
  • Reserve fines are non-refundable.

Holds (Requests)

  • Holds may be placed on circulating materials which are subject to recall.
  • If the item has been checked out for two weeks, the borrower will be notified that another patron needs the item.
  • If an item has been checked out for less than two weeks, the borrower will be notified that another patron needs the item, but will first have the full two-week loan.
  • There is a five-day grace period to return the item.
  • Overdue hold fines accumulate at a rate of $1.00 per day per item until returned.
  • Hold fines are non-refundable.

Suspensions
Borrowing privileges will be suspended at all NDSU Libraries for the following reasons:

  • Maximum fines.
  • Maximum checkouts.
  • Withdrawing from the University.

Overdue Fines and Fees

The NDSU Libraries uses e-mail as the official means of communication for all circulation notices. This is in accordance with North Dakota State University Policy 609

Books, Periodicals, Documents, and Maps

  • A $100.00 replacement fee, $15.00 processing fee, and a non-refundable $10.00 billing fee per item will be billed to the patron’s account at NDSU Customer Account Services for library items not returned within 30 days after the due date.
  • These fees are payable only at NDSU Customer Account Services.
  • When the item is returned, a credit memo for the $15.00 processing fee and $100.00 replacement fee will be sent to NDSU Customer Account Services to clear the patron record.
  • If the replacement cost has been paid by the patron, and the item is later returned, the patron will be refunded the cost if the item has not already been replaced and/or if it is within one year of the billing date.
  • No refunds will be issued after a bill is turned over to a collection agency.

Media

  • $1.00 per day fine per item until item is returned. There is a grace period of three (3) days.
  • The replacement, processing, and billing fees of $125.00 and accrued fine ($20.00 maximum) will be sent to NDSU Customer Account Services for billing if items are not returned within 30 days.
  • When the item is returned, a credit memo for the replacement and processing fees will be sent to NDSU Customer Account Services. The $10.00 billing fee is non-refundable.
  • Media fines for are non-refundable.

Reserves

  • $.50 per hour fine per item until returned.
  • The replacement, processing, and billing fees of $125.00 and accrued fine ($20.00 maximum) will be sent to NDSU Customer Account Services for billing if items are not returned within 30 days.

Holds (Requests) and Recalls

  • $1.00 per day fine per item until returned.
  • Hold fines are non-refundable.

Reference

  • $1.00 per day fine per item until returned.
  • Reference Staff may permit Reference materials to be checked out as a special privilege.
  • Item must be returned directly to the Circulation Desk.
  • The replacement, processing, and billing fees of $125.00 and accrued fine ($20.00 maximum) will be sent to NDSU Customer Account Services for billing if items are not returned within 30 days.
  • When the item is returned, a credit memo for the replacement and processing fees will be sent to NDSU Customer Account Services. The $10.00 billing fee is non-refundable.
  • Reference fines are non-refundable.

Mutilation of Library Materials

Intentionally defacing or destroying library materials is a criminal act (North Dakota Century Code 32-03-09.2). Anyone caught mutilating library materials will be detained and campus security will be notified. University patrons will be prosecuted by the University, and public patrons will be prosecuted through the civil judicial system.

Records and Retention

NDSU Libraries are sensitive to privacy issues and will destroy records when they are no longer needed.
