This is a 6 page review of the International Wheat Agreement, whose purpose was to assure supplies of wheat to importing countries and markets to exporting countries. However, after World War II, the United States began to re-consider it's participation in this organisation's Congress. The problem is addressed. The question of whether or not the U.S. would be trading wheat on a large scale was addressed. A proposal for the International Wheat Proposal was reviewed. Opponents to the plan are represented. On July 9, 1948, Secretary Brannan issued a significant statement on the failure of the United States to ratify the International Wheat Agreement.
