Users have expressed problems involved with accessing the data in an easy and effective way with control for users. Therefore, many reviews agree that the issue warrants attention; however, consensus dissolves around how to respond to the problem. The literature review examines one approach to solving this problem. The purpose of this paper is to explain how to implement a comprehensive solution for a behavioral approach to the complex problem and also to explain how to build a web-application system from the requirements given by the user. The web application in this paper is called the Graduate School Application Archive System (GSAAS). The GSAAS is an archived, application-management software system that is implemented as a web application to manage archived applications. It is used to manage and control a large collection of web material (student application documents). The GSAAS facilitates user creation, access control, content control, editing and many essential web-maintenance functions.
