Scope and Contents

The Fargo-Moorhead Metropolitan Council of Governments records document the operation of the council staff, its policy board and the numerous projects in which it was involved or originated regarding multi-jurisdictional planning efforts for Fargo & West Fargo, North Dakota and Moorhead And Dilworth, Minnesota. On occasion the region includes Cass County, N.D. and Clay County, Minnesota.
The Policy Board Series documents the activities of the overview board for Metro COG. The records begin in 1987, with 1999 missing. Membership includes representatives from Cass County, N.D., Clay County, Minn.; Fargo, N.D., Moorhead, Minn., West Fargo, N.D. and Dilworth, Minn. The records for many of the years have three separate subject folders: Agendas and minutes, Attendance records, and Packets of resource documents. The records in this series give a very good overview of the work of Metro COG, including projects, policies and planning.
The Transportation Technical Committee (TCC) Series includes records that begin in 1988, with 1999 missing. The Transportation Technical Committee (TTC) is the primary advisory committee to the Policy Board. All technical and programming issues move from TTC to the board. As with the Board, the TTC is a composite of the member communities.
The Correspondence Series contains the correspondence of various staff of Metro COG, beginning in 1988. Within each year the copies of outgoing correspondence are organized by person and then chronological.
The Project and Administrative Files Series constitutes the overwhelming bulk of the Metro COG records. This series begins with 1988. The Metro COG staff established a numerical system for organizing and filing these records. This system has been retained, including in most cases the original order of the documents within each file. The file titles are taken from the original file folders (which also are retained).
The Pre-1988 Files Series constitutes only a small number of documents likely generated by Metro COG during the years 1977 to 1988. However this series constitutes all the records deposited by the organization. Consult the box/folder listing for specific subjects covered.
The Red River Action Plan Series documents an extensive study done by Metro COG in 1987-1988 related to a multi-facetted approach to issues related to the Red River. A Red River Steering Committee was established in 1987 by Metro COG. Its purpose was ‘providing a direction and guidance for a Red River Development Plan.’ The committee’s work led to the development of a Red River Action Plan to ‘address current development projects and assess a need for future activities and action within the corridor.’ The committee’s main concern was that the ‘Red River Action Plan to truly action-oriented.’ It contracted with Houston Engineering of Fargo to develop the action plan. The files documenting the activities of the committee are extensive including minutes, studies, correspondence and copy of the draft and final report.
The Dutch Elm Disease/Forestry Management/Red River Forestry Plan Series contains early documents related a broad approach in controlling Dutch Elm disease and tree snags in the Red River. The time period of the files is primarily 1988. They include correspondence, ordinances, surveys, resource publications and other documents, Red River Forestry Project tours.
