Biography
Congress, in 1964 passed the Economic Opportunity Act to create community action agencies to help with poverty in the United States. The Cass County Community Action program was incorporated in 1965 to assist Fargo and the surrounding area. In 1968, the name was changed to Southeastern North Dakota Community Action Agency (SENDCAA) and then in 1972, they became a delegate agency to serve region 5, which serves the counties of Steele, Traill, Cas, Ransom, Sargent, and Richland.
