Scope and Contents

The collection is divided into four series; Personal, Political, Newspapers, and Publications. The Personal Series contains certificates for Kloubec’s nominations and elections, personal correspondence, and documents from his activity in the First Presbyterian Church in his community. The Political Series contains correspondence from other legislators and constituents, documents from his participation in committees, house bills and resolutions he represented, journals of legislative assemblies, political interest topics, and campaign materials, as well as ephemera and photographs. The Newspapers Series includes clippings from newspapers all around North Dakota and political newsletters. The Publications Series contains government reports, government manuals and directories, and Oversized Publications, which includes reports, presentations, and government books.

Biography

Richard Kloubec was born in Fargo, North Dakota in 1931. He graduated from Fargo Central High School, and attended North Dakota State University and graduated in 1952. He served in the US Military during the Korean War from 1952 to 1954 where he was stationed in Tokyo, Japan. Afterwards, he worked as a grain broker for General Mills in Minneapolis, Minnesota. In 1963, Kloubec founded and became the President of Duo-Fast Dakota Inc., a construction tools and equipment distributor based in Fargo. He also did business in real estate and sheep ranching. He served as a President of the Rotary Club until 1975 and participated in other organizations such as the American Legion, Shriners, Masons, YMCA, Audubon Society, F-M Homebuilders, and the Greater North Dakota Association (GNDA). Kloubec was elected to the North Dakota House of Representatives in 1973 and served until 1992. He served on committees such as the House Natural Resources Committee, where he was chairman, the Industry, Business, and Labor Committee, the Audit Committee, the Legislative Council, and the Republican House Policy Committee. He represented North Dakota on the Western States Energy Forum, the Five Star Water Committee, and the National Conference of State Legislators. His wife’s name is Audrey and they have two children, William and June. Richard Kloubec died on June 7, 2023, at the age of 92.
