History

Since the incorporation of Fargo, North Dakota in 1875, the downtown area was the main commercial center. But much of the city contained deteriorating buildings, vacant lots, and a general blight on the community. In 1945, the Fargo City Commission employed I.S. Shattuck as a city planning consultant to address the problem of blighted areas in the city. In 1952, he presented a master plan. The plan was approved. In 1954, Harold Bangert visited the Chicago regional office of the United States federal urban renewal program which had been broadened by the Housing Act of 1954 to include cities the size of Fargo. Fargo established the Urban Renewal Agency with Earl Stewart as executive director. The first project received approval in 1958 and received a federal grant. The necessary land was obtained and buildings razed. In 1960, parcels of land were sold to businesses. In March, 1961, the Fargo Library purchased a tract of land for a new library.
