History

Prior to 1912, the women’s suffrage movement had a difficult time gaining support in North Dakota. Attempts to pass a suffrage bill was introduced into the state’s legislature every session between 1901 and 1911 without approval. In 1912, two strong suffrage organizations were formed in Grand Forks and Fargo. They were able to gain political support from the progressives, the Republican and Socialist Parties. The next year a bill allowing women to vote passed both houses of the North Dakota legislature. The bill was sent for a public vote, but failed not pass. The Anti-Woman Suffrage League and the Association Opposed to Woman Suffrage, two organization with financial backing from the railroad and liquor industries, had fought against the bill’s passage. A suffrage bill was attempted again in 1915, but once again failed. In 1916, the Nonpartisan League added there to support to the cause. The NPL had gained control of the House of Representatives in 1917, and the Senate control was with the Republicans. The legislature did not refer the vote to the people, so it became law right away. This new law gave limited suffrage to women. In 1919, the United States Congress passed a Constitutional Amendment giving women full suffrage. When the amendment came to North Dakota, the legislature approved. The 19th amendment achieved final approval of the states on August 26, 1920.
