Scope and Contents

The Cass County Welfare Board Records have been organized into five series: Regulations, Meeting minutes, Correspondence, Financial Records, and Subject Files. The Regulations Series contains one document from the Federal Emergency Relief Administration for North Dakota, Work Relief Regulation No. 1, dated March 14, 1934. Also in the file is a document describing the Cass County Social Services Exchange, with a cover letter attached, dated May 11, 1934. The Minutes and Agendas Series is very incomplete, all being in 1934. It contains members’ accounts of projects, discussion, motions, and discussions of particular cases. The minutes of only four meetings are in the file. The Correspondence Series contains only seven letters, to and from the Cass County Welfare Board and the Federal Emergency Relief Administration dating from December of 1933 through 1934. Topics covered include projects, reports, policies, and plans. The Financial Records Series include audits and monthly summaries. The audits file contains two documents, both for the Community Welfare Association of Fargo, covering the years 1932-1934. The monthly summaries are five - six page reports on the activities of the Cass County Relief, providing good detail on the number of persons assisted, various projects, and health concerns. The reports cover from June 1933 to July 1935 and are fairly complete. The Subject Files Series contains a variety of related materials. The 1934 annual report includes a history, plans, projects, and other topics of the Federal Emergency Relief Administration, Cass County Relief, and the County Welfare Agency. There are two lists, assumed to be complete, of the people enrolled in the Civilian Conservation Corps from Cass County. There are several case studies on individuals helped by the Board, description of FERA projects and a description of a sewing project. The National Conference of Social Work report consists of a twenty-four page typed document by board director T.A. Hendricks on the group’s 1934 annual meeting. The last item is a staff list of Cass County Relief of July 22, 1935 giving name, address, salary, and position.

History

The Cass County Welfare Board was established following a survey of relief work by Mr. Albert Evans, Assistant Director of Disaster Relief of the American Red Cross, in February 1933. It was set up as a volunteer organization, meeting weekly, to recommend general policies for administrating relief. The Board also coordinated the responsibilities of private agencies and was an appeal board for problem cases. All county and federal funds were administered by this board. Director of the board was T.A. Hendricks and other members were Hugh C. Corrigan, Dr. P.H. Barton, Mrs. O.A. Stevens, Mr. O.L. Engen, and Mr. Joe Runck. The Board’s activities were subject to review by the Board of County Commissioners.
