Scope and Content
The City of Fargo, N.D. Minimum Housing Standards Violations are organized in chronological order starting in October 1959, and ending in August 1967. The final two files dated October 1967, and 1968 are for cases in West Fargo, and Mapleton, North Dakota. The inventory listing contains an overview for each case found in the file, which include the names of the property owners and the property address or legal description. Many of the case files contain the names of tenants, or mortgage holders. This information is not included in the overviews. Each case identifies the property deficiencies, followed by the ordinance in violation.

On July 25, 1957, The Fargo City Commission adopted the Minimum Standards Housing Code. The ordinance provided legal machinery for enforcing its standards for all buildings used for human occupancy. It was sought by the urban renewal agency as necessary in meeting federal requirements for grants. The ordinance provided for the appointment of a housing coordinator, and a technical housing committee to assist in carrying out his duties. The housing coordinator was authorized to investigate the dwelling conditions in order to determine which dwellings are unfit for human habitation. They were authorized to enter upon the premises for investigation, and if denied could obtain a court order. The investigation would cite deficiencies in light, and air, fire protection, heating, doors, space for persons and other defects that render the dwellings detrimental to the health, safety and welfare of the residents. The code had no penalty clause, except the cost of improvements which could be ordered under the code and assessed against the property. The first Housing Coordinator, Leo R. Otto was hired on April 1, 1959 and the surveys commenced in the fall of that year.
