Department of the InteriorThe Institute of Ecology, a private organization funded by the Ford Foundation, has published "A Scientific and Policy Review of the Final Environmental Statement for the Initial Stage, Garrison Diversion Unit." Included in their review are questions, allegations and assumptions related to the function and effects of the project and a recommendation for a moratorium on further development. This response has been prepared to clarify issues and answer valid questions raised, and to investigate recommendations made by the Institute.Item Report on Investigation of Alternatives in the Souris Section, Garrison Diversion Unit, North Dakota(1976) United States. Department of the InteriorThe initial stage of Garrison Diversion Unit will divert Missouri River water in North Dakota to irrigate 250,000 acres of land, provide water supplies for municipalities and industries, enhance fish and wildlife, and restore the Devils Lake Chain. Principal areas to be served by the Garrison Diversion Unit are the Souris Section, Central Section, and LaMoure and Oakes Section. Construction of the principal supply works (consisting of Snake Creek Pumping Plant, McClusky Canal and Lonetree I Reservoir) began in 1967 and is scheduled for completion in 1978. Environmental impact statements will be prepared for each of the three areas to be served by the principal supply works prior to initiation of construction in these areas. This study investigates 12 alternative plans, which could be developed in the Souris Section to reduce the effects of return flows on the Souris River. The alternatives investigated are divided into four categories as follows: (A) Reuse of return flows in North Dakota, (B) Dilution of return flows entering the Souris River, (C) Partial development of the Souris Section, and (D) Treatment of return flows, either in North Dakota or Canada.Item In the Matter Of: Environmental impact Statement on the 96,000 Acre Plan and Alternates(1978) United States. Department of the InteriorDescription of Action: The Bureau of Reclamation proposes to make available to ANG Coal Gasification Company (ANGCGC) 17,000 acre-feet of water annually for coal gasification needs from Garrlson Reservoir through a 40-year water service contract. The gasification complex, to be located in southwestern (Mercer County) North Dakota, would produce 250 million cubic feet per day of synt hetic natural gas for use in the Michigan and Wisconsin market areas. The water intake, coal and ash handling, and plant access systems would be shared with an adjacent 880 MW coalfired powerpl ant proposed by Basin Electric Power Cooperative.Item Garrison Diversion Unit Biological Investigations: 1979 Annual Report(1980) United States. These studies were undertaken to update and improve the information on existing wildlife resources.Item Irrigation in North Dakota: A Discussion of Reports by Corps of Engineers and Bureau of Reclamation on Development of the Missouri River Basin(1986) United States. Corps of EngineersThe report on the Missouri River Basin (House Document No. 475, 78th Congress, 2d Session) received by Congress early in March 1944, made public the so-called Pick Plan for the comprehensive development of the Missouri River. The Bureau of Reclamation issued a report dealing with the same subject on May 1, 1944. These two reports from such high engineering authorities present different plans for the Missouri River, one by engineers long skilled in river control and navigation and the other by specialists in irrigation. Confusion has resulted in the minds or all people interested in the subject because of these two plans. The present report will discuss these two plans and will suggest a solution of the present difficulties.
