Cloud computing paradigm has significantly affected the healthcare sector like various other business domains. Persistently growing healthcare data over the Internet has called for the development of methodologies to efficiently handle the health big data. This study presents a framework that utilizes the cloud computing services to offer personalized recommendations about the most apposite health insurance plans. The users are offered implicit and explicit recommendations. A standard ontology is presented to offer a unified representation to the health insurance plans. The plans are ranked based on: (a) similarities between the users’ coverage requirements and the plans (b) priority of the cost based criteria in the users’ query. The framework overcomes the issues pertaining to the long-tail in recommender systems and propose to cluster plans to reduce the number of comparisons. Experimental results exhibit that the framework accurately identifies the appropriate health insurance plans that satisfy user’s requirements and is scalable.en_US
